Receipt Policy

This endpoint creates a new receipt rule, or updates an existing one when uuid is supplied
in the request body. A receipt rule defines the conditions (currency, amount threshold,
channel, merchant or category) under which a receipt must be uploaded for a transaction, and
the compliance/reminder behavior around it.

Only one active receipt rule is allowed per company. Creating a new rule while one is already
active fails validation; suspend the existing rule first via the status endpoint.
